Phase 1 will begin in September 2026 and includes needs assessments, site evaluations, and development of the conceptual design for both single‑site and dual‑site facility options, as outlined in RFQ 26‑009. Conceptual design completion is anticipated in the first quarter of 2027. Following delivery of the Phase 1 concept design package, the project will enter a planned hold period pending future funding availability needed to advance into Phase 2 design and documentation. No construction activities will begin until funding is secured and authorization to proceed is granted.
